NEED HELP! Intel 80219 startup problem

Hi!

I have some problem with 80219 straping at startup.

DDR and PPB clock 2x slower then described in datasheet.
I use 66 MHz clock for PCLK and see after reset 50 (!!!) MHz clock
for DDR SDRAM and 16,5 (!!!) MHz for PPB (instead 100 MHz and 33 MHz)
But this values are impossible according tech. specification.
This freq. MUST be a bigger then PCLK in all cases.

But in reset state frequencies have normal values !!!.
What is a problem?
