need help Improvement Recommendation

when i test this two circuit together i don know why keep on my transmitter IC 555 keep on get burn when i turn my VARIABLE RESISTORS to the max.
 

You must add a resistor in series with the LED. What is happening is the transmitter output is trying to sink too much current and being damaged. Without knowing the LED characteristics, I would suggest a resistor of no less than 150 Ohms so the current is limited to about 50mA.

The LED is photodiode TIL32.
