need help for CST simulation

Hallo everybody
I need to simulate the small single conductor (6*3*50 micrometerwidth*thickness*length) by CST at high frequency 0.1-100GHz, to watch the skin effect due to high frequency, also good results had be obtained from CST,but and now came my question the results at lower frequency limit 100MHz not equal dc value ( it is much lower than the dc value ,exmaple dcvalue 0.3 and CST results 0.09approximatelly) . I draw easy a brick with the above dimensions and defining the new material with high conductivity (10^7) ,finally connected across the sidewalles with discrete port( input and output). also air as defined background material and boundaycondition Et=0 in all directions

I donot know where is the wrong setting, I take real (Z11)=R,Im(Z11) =wl, from this results ,I make a comparsion with simple model as resistance in series connection with inductor. also the results from CST are ok resistance increasing, inductance decresing, but the start point at lower frequency donot equal the dc point!!!
may be I find my answer here in this forum
