Hi I am designing my first power supply and I need help in it with schematics. :???::-?

specifications

Vin: 120Vrms @60Hz
Vout: 16VDC @ ±10%
Ripple: 3.00% or better
Imax: 250mA (0.25A)

You can use a 12V transformer, followed by a bridge rectifier and smoothing capacitor. The voltage will be a bit low but within 10%. A 13V transformer would be better, if you can find one.

A smoothing capacitor of 4700uF will give about 440mV pk-pk ripple with a load of 250mA.

thanks does this one works SMT mini wideband transformer from coilcraft (13V)
 

No, you need a mains transformer with 115V primary and 12V secondary, rated at 10VA or more. 20VA would be better.
