Need documents about jumpers and wires for PCBs

Just wondering if anyone knows of any standards or documents relating to jumpers and wirings for printed circuit boards? Specifically, what can be considered a jumper wire, ie. the length and boundary in which it is used? If it is required to join two PCBs using wires (for power or signals), are these considered jumper wires and is there any standards to follow (max length, type, wire-run, securing etc)?
