is it necessary to have max 232 ic on rfid side?
if yes then how to interface it with atmega 16 to display it on lcd

It largely depends on the specific RFID reader.

What is the model number of the RFID reader you are utilizing in your design?

Can you post a link or upload the datasheet?

According to the datasheet output is either TTL UART or Wiegand Protocol, therefore no MAX232 transceiver is required.

The following tutorial demonstrates how to connect the EM-18 to an Arduino:

I habe bought the em18 rfid reader module which has max 232 on the module
so is it necessary to use another max232 to interface with with atmega 16
