NCSU FreePDK45 problem

I installed NCSU FreePDK45 with correct paths and setup files and can see the following two libraries in the library manager of virtuoso.
1) NCSU_TechLib_FreePDK45
2) NCSU_Devices_FreePDK45
However, when I create a new library and try to attach the NCSU_TechLib_FreePDK45 techfile, I receive the following error:
"The binary file tech.db was not found in the library NCSU_TechLib_FreePDK45"
But the tech.db file is there in the NCSU_TechLib_FreePDK45 folder. How to fix this problem?

Also, if I have the TSMC 0.18um design kit, how can find out if it is OA or CDB compatible?
