Multiple layers on torroid PFC inductor

Hi,
We have received a cust spec for an inductor, to be wound with 80 turns of 0.8mm ECW. The torroid core is a HF130125-2. This has an inner diameter of just 19mm.
Its obvious that this inductor would need at least 4 layers.
Would you agree, that due to Proximity losses, more than one layer of turns is not to be done with a torroid inductor for PFC?
Would you even agree that this inductor spec would be physically impossibel to wind?
(PFC spec was 115VAC in, 390vout, 260wout, 200khz)

This is an MP core, but is the same size as the HF one....
