MP3 192kbps and 320kbps

I can't hear much difference between these two bitrates.
Is it really worth saving 320kbps MP3?

I think the 320kbps is the CD quality & it is the best quality. But, this takes huge file size.

If, u just want the song, then go for 128kbps.

May be in playing sounds like Jazz or "santoor"( Persian tool for playing) which are high frequency, you can see the difference.
Of course in low frequencies (like drum or man's voice) you can't notive the difference./

How can I convert MP3 with 320Kb to MP3 192Kb.?
Should I use simple algorithms for sampling methods or another approach should be taken?
