moving mouse pointer over All-Programs

After recent updates (XP) something happened and it is nearly impossible to move the mouse fast enough not to activate [All Programs].
Is there any delay to be set/reset which can remove this unwanted feature?
 

one of the reason for such slow mouse response is
some process(programs) take lot of cpu cycles.

find the cpu usage and memory percentage of any suspicious program from the
process status.

ctrl+alt+del will show it as one option

This may be what you are after ..
Try to set different values to MenuShowDelay 0-400
200 works really well ..

[Start] [Run] [Regedit]
Registry Key: HKEY_CURRENT_USER\Control Panel\Desktop
Modify/Create the Value Data Type(s) and Value Name(s) as detailed below.
Data Type: String Value // Value Name: MenuShowDelay
Setting for Value Data: [Default = 400 / Adjust to Preference]
Exit Registry and Reboot
