5mv(.005v)= 1 adc Value

.00083v =? adc value

Zero, assuming I understand your question correctly. If you have 5mV per bit on an ADC then something like 4mV may show the least significant bit (LSB) and give a value of 1, but anything considerably smaller than the LSB value will give a result of zero.
