How about in English next time?

I have no clue what you are asking here other than it seems like you want someone to provide you with VHDL code for a conditional parallel adder. If you want someone to provide you with working code, then hire an engineering consultant, otherwise do some work yourself and ask questions on the code you wrote when you get stuck. Just asking others for code is not the point of these types of forums.
