Hi guys,

I designed a free electron pump circuit. I have a question about it. Can it be classified as an overunity device?

Ah, nope!

Your foil is acting as one plate of a capacitor, with the other one formed by the electronics and its power wiring, there is no magic here.
As you change the capacitive loading the impedance reflected into the transformers primary changes which changes the required supply current and circuit efficiency, but in no case do you get even close to 100%, never mind exceeding it!

It might pay for you to learn some proper measurement methodology (how to measure the power OUTPUT of your arrangement would be a good start, for all that that is a bit non trivial with your setup).

Everyone tries coupling a motor and a generator (effectively your light tube and solar cell), most of us did it sometime around the age of 8 or so, you get over the disappointment eventually.
