modem's clock speed convertion

hi...i need a buffer chip which can convert a modem's data n its clock to another speed of data and clock.anyone know what kind of buffer chip can i use? preferable with 64k buffer

a solution is to use a micro controller like a pic etc...
and use c to program with

its only i think maybe less than 50 lines of code
and you can convert the speed

other than this dedicated chips for this task i dont think are easy to find
although it would be nice for members to list the ones they know
