Id do not know what solar race actually look like and i do not know much about boats.
Still i will try to help you as much as i can.
First of all is it a endurance race ? if it is your main goal is very efficient solar cell by ant meant or limits you got. Also a boat structure to get water resistance down. Tease days there are many software tools about flow dynamics. If you got tease two areas OK, a power consenter or supply can boost your efficiency as well. You can overpower your electrical motor in some moments moment to boost thrust, motors temperature is main factor there.
If it is not a endurance race then you most likely want to store boost energy... so a well done power supply can give you huge improvement. (i assume you can use boost after turns where acceleration is a thing you want most likely)
To rebuild your millers circuit you can use a PIC MCU (18 series should do). It got 16 bit (very precise ) PWM ad very fast ADC. So you can easily use automatic regulation algorithms and methods. (there are many... most of them are very simple to learn)
Btw. i believe that you can achieve higher improvement by modifying boat structure ... by replacing thrust technique or by relapsing solar cell. But yea ultimate efficiency and performance ratio you can achieve by implementing automatic regulation methods.

Yep i checked your millers circuit and ye it got ON OFF regulation. The circuit seems quite efficient and bulletproof.

i m using 4700 micro farad capacitor in millers solar engine but it isnt stornig sufficent energy.. what should i do... also does n e 1 knw how can i increse ic1381 trip voltage in millers solar engine:

Just replace IC or improve this element by another circuit.
