Yes, i can help you.. but you must be more specific
so that I and others understand and guide on what you need.;-)
For example, what are your circumstances?
You already know how to program?
Have experiences with something?
There are many microcontrollers in the outside world, you need to tell us your situation to indicate the most accessible and interesting to you.

actually we are looking for a personal tracker. For which we want a GPS+GSM module of very small dimensions. It should be very cheap so that people can reach to it easily.
So now we are thinking to get a GSM+GPS+MICROCONTROLLER chip so that we can save money and size both.
And yes, i know to program.I have sim808.Its cost is also impressive, but it doesn't have any inbuilt microcontrollr. If someone can help to find the chip under 14 dollar.

In case of SIM908 you should speak of a GSM/GPS module rather than a "chip". There are many chips working inside the module. Having the programmable application controller also inside a single module is technically possible but necessarily reasonable for your project. You can b.t.w. get GSM/GPS modules with built-in Java machine so that they can work as standalone application controller. But they are neither as small as the SIM908 nor cheap.

So why not planning a small and cheap µC chip acompanying the SIM908 module?

generally these days we find the size of the GSM/GPS module and microcontroller is not the problem - the antenas and battery often take up most of the space
