Does there exist a command in ELDO to measure the propagation delay of a signal?

I guess the measure statement can do 50% point to 50% point delay measure, isn't it?
 

Propagation Delay is measured as a difference between 50% of rising edge of input signal and 50% of rising edge of output signal

yes the function in Eldo is TPD as follows :

.extract tran TPD(v(in), v(out), vthin, vthout)

where :
vthin is the threshold voltage to be used to detect transition on v(in,
while vthout is the threshold voltage for v(out)
