MCU-free frequency counter, which one to build?

Hello, I would like to build an mcu-free frequency counter 50MHz max with 1Hz resolution and 8 comon cathode seven segment displays. The simplest I have found is this one **broken link removed**
Have you seen any simpler one?

Also, is there an MCU-based project with the above specs that uses a max of 28-pin DIP MCU?

The only MCU-based project I have found is this one http://www.best-microcontroller-projects.com/frequency-counter-circuit.html but he uses a huge MCU and most of the pins are unused, what is the point of doing so?
