Hi

You can use a CPLD for doing this.

Xilinx has a app note XAPP339 which describe how to do it
and they has also VHDL and Verilog code for downloading

The app note can you find here:
https://www.xilinx.com/bvdocs/appnotes/xapp339.pdf

It shouldn't be any problem to use for ex. an Altera CPLD instead
if you prefere an other brand.
