making refined voltage divider

By connecting the load resistance directly to output of voltage divider circuit .there will be more output voltage drop across load resistance as load resistance tends to change.how to overcome this problem.thanks in advacne
 

A voltage divider is cheap and simple. It can be used when the load current does not change.
If you want a voltage regulator then use a voltage regulator.
