main difference between log off and restart

Log Off closes started programs by user, while services still running in background. Other users can log on with other credentials and other user rights.

Restart of windows closes all running programs and services and starts PC from begining booting up of PC and Windows OS.

This is short description.

Restart-
It means that the computer goes through a complete shutdown process, then starts back up again. This is frequently required after software installations or during troubleshooting.
Log off-
It means that the user who is currently logged on has their session end, but leaves the computer running for someone else to use.
