LVDS- transistor sizing and region of operation

Hello, In an LVDS driver, why is the need to use two current sources? Is it just not enough to have one tail current source?.

Can both M2 and M3 never be in the saturation region at the same time during any phase of the LVDS operation? I have a confusion as to how to size these transistors.
