Looking for top notch Dc to Dc converter designer

Need Isolated dc-dc converter 1.5V-2 V input 15-18V out that is relatively easy to do , now the challenge 10-20 Watts , better than 90% efficency ,manufacturing cost less than $5.00 in OEM quantity (10,000 up )

Is anyone up to the challenge ?

Able to come up with some up front money

if you want to employ me i can do this for you no problem.

I would do you a nice, cheap transition mode, soft switching flyback.

i know of some IC's that can get on with that low Vin -incidentally , are there any higher voltages available to power IC's in the system for start up purposes?
