Hi,
Most suitable controllers for your power requirements will be those that have integrated controller and power switch. As suggested above PI (Power Integrations) devices such as TopSwitch, DPASwitch, LNKSwitch, TNYSwitch, etc will do a great job. Like suggested above, check Welcome To Power Integrations | Power Integrations
You can also look at the VIPERswitch from ST which are also quite popular. For that goto Welcome to STMicroelectronics
Other possibilities include a discrete controller eg. UC3842/3/4/5 and a POWER MOSFET eg IRF740, IRF840, STP..., etc.

I don't think you can do that with UC384x and MOSFET with flyback topology or for the matter VIPER22 with flyback.
24v x 25a = 600va which is much beyond the practical capabilities of flyback topology.
I suggest you use half-bridge or full-bridge topology. Half-bridge would be more cost effective.
You could use SG3525 as the controller, IR211x or L638x for MOSFET driver, 2 power MOSFETs (high VDS), a shunt resistor and comparator circuit for short-circuit protection, output schottky diodes and a feedback loop.
I think that even if you were handed a circuit, you can't implement it without proper background knowledge on SMPS, so you should study on the topic, especially from books by authors like Marty Brown ("Power supply cookbook"), Raymond Mack ("Switching Power supplies demystified").
