PIFA antennas are not the easiest microstrip antennas to begin with. I doubt there are design equations because of this complexity. However, you can find parameter studies of certain PIFA's. Try google to start and you may find a few good references to start with. Designing PIFA's involves a lot of try and error cycles. A software tool with a good optimizer can reduce deisgn time if used properly.
