The range Voltage input? how to set base Frequency ?

Frequency can be set by varying the values of RC in the first opamp. Its basically an integrator.
Increase RC to reduce frequency and vice versa.

Are you allowed to simply copy the VCO that was designed by somebody else?

Then you are not given enough time to ask them how it works or learn about electronics so you would know how it works?

Didn't your teacher teach anything?
