As for high speed I/O circuit,papers
mainly come from:

1.M.A.Horowitz and his students of STANFORD;
2.Some Korean professor;

They both do good work.And thier papers
really helps.

there are about 10 books and papers in the eda download forum that u can download

I think you will like this doc. It starts from basic & gives a good amount of information about the esd protection concept used in vlsi cmos process.
