Long rang RF transmitter for RC chopper?

I would want to build a remote control for an RC toy... But I am not sure where to start. I would want the range to be over 500 meters. What frequency should it operate on. I hear there are some free to use bands in VHF range that do not require any licensing?
I would want the transmitter to be connected to a computer on a USB port and be able to send/receive signals and commands embedded in signals on the transmitter.
