Level shift for ADC input

op amp level shift

I have a signal that is 0-4V and an ADC with 0-3V input. I was thinking I could have an inverting gain stage of -0.75 followed by another gain stage of -1. Or I could just use a resistor divider to divide the voltage down to 75% of its original value and then a buffer amp with +1 gain. Is there a simpler way to do this without using an opamp?

E.g. a divider without a buffer. But it isn't a meaningful question without mentioning a particular ADC and additional requirements as input impedance.

The ADC is a high impedance input and the circuit with the 0-4V output can drive moderate loads ~4-5k.
 

Yes, a resistive divider is just fine in that case.
