I need a level shift circuit to implement in PAD.

can use CMOS inverter pair chain, and replace one of the MOS by a resisitor so can make the clock after the resistor full swing?
or maybe i misunderstand

level shift is very common, you can find it in many book. But you have to take care is it a step-up, step-down or full swing shift.
