led brightness calculation

How to calculate the brightness of message board to satisfy some standard for the traffic light ?
( Scaniing the row and colume will be used)

can not be calculated. on trial and error basis u have to do it.
 

Luminous intensity of RED, GREEN or AMBER traffic light should be ≥200cd @ viewing distance ≥100m ..
If one super traffic green LED can give you ≈3.5cd you need ≈60 of them ..
