Depends on your power management scheme. The
rollup leakage current of a board would be measured
when power is up / normal. A "hibernate" might cache
data in nonvolatile memory and then "remove" power
from the "guts" (by, say, a "load switch" or commanded
shutdown of power supplies).
"Sleep" would probably be more like leakage current
of the "payload" plus switching losses of power supplies.
