layer logic operation problem:BULK = SIZE DRC:1 BY 1.0

Hi all,

There are two lines in many DRC/LVS rule files:
//Form Bulk layer
DRC:1 = EXTENT
BULK = SIZE DRC:1 BY 1.0

Could anyone tell me why it has to enlarge BULK 1.0um beyond EXTENT?

I think it is to guarantee no false drc errors at the edges of EXTENT introduced.
