Laker problems with license on Linux

I use Virtual Pc in XP
install linux and laker
I setup environment .....


setenv PATH {$PATH}:/usr/laker/bin
setenv LM_LICENSE_FILE usr/laker/license/laker.dat
lmgrd -c usr/laker/license/laker.dat

result.......

license manager: can't initialize:

my lic setup
SERVER eo 000ea6729d79 27000
DAEMON sclmgrd /usr/laker/bin


host id for XP

what can Laker do?Is it a simulator for analog or digital or mixed signal??
