Unless you want to make a turnstyle 14 or so layers high, the usual way is to use directional antennas pointed around a circle and phase them together.
Being a planar antenna designer, I can suggest you a microstrip antenna in stacked configuration (you should say the available space for the antenna) with dimensions about of 120x120x6 mm with probe excitaion.

Yeah, g86 you are right, but consider that a collinear antenna, vertically polarized, has a quite narrow elevation angle.
