jdm programmer and icprog error?

i want to program a pic 16F84A-04/P using a JDM programmer and ic prog sw. everytime i write the hex i got always an error that says "Verify failed at address 000h!" ... any idea what's the cause of this error?

Try using it without cable, set your port speed to 2400bps.

or use this software:
 

you may have many different causes :?
this msg only says that the first word isn't programmed
first check voltage under RS232 unloaded (minimum 8V)
if OK then check signals with hardware utility (menu settings/hardware check), valid each checkbox one by one and test voltage on socket pins with your DMM (13V for MCLR, 5V for clk and vcc)
check for echo between data out and data in the same hard. utility
 

hi. problem solved. i just uncheck the CP box under Fuses.
