IUS error: can't determine installation root

when i type verilog in cmd teminal,
error is,

ERROR: can't determine installation root.
can't find tools/bin/cds_root in any parent directory of executable /sbin/vconfig
(found using arg0 "vconfig" and current working dir orfig

but when i type " which verilog" in cmd line, it knows where it is! what is matter?

ABOUT IUS

Add IUS/tools/lib to LD_LIBRARY_PATH environment variable.
