ITU-TG723.1 File playback in Visual Basic

Hello all,
I'm working on a voice logger hardware which outputs voice data into a MS-Access Database. The database contains the details of the calls monitored by the logger (date/time/duration/number/...) and also the voice recorded. According to the hardware operation manual, the voice is stored in ITU-TG723.1 uncompressed format at 8.5Kbps.

My requirement is, I have to playback this voice file using Visual Basic application.
Does anyone know where I can find an activeX control for the same or is there any other solution ?

Maybe use ACM codec will be fine. For netmeeting use microsoft acm 2.
The API is also not complex.
Anyway be aware of the patent issue of G.723.1.
