Is it ok to use this current sense transformer in an offline (90-265VAC) half bridge converter?

Its to sense the primary bridge current.....

(PE-63586)

or is 3500VAC isolation required between primary and secondary?

Isolation voltage isn't specified in the datasheet. The VDE and ISO 950 reference suggests, that it has suffcient isolation. But I assume, the control circuit is located on the SMPS primary, so you won't need safe isolation in this place.
