No, It is not. No doubt windows can handle multiple task simultaneously but tasks can be delayed from running if resources are not available which is acceptable in case of windows OS.
whereas in Real time OS, task must run when triggered or else the system would fail.
But Windows Ce is a real time operating system if your asking about windows xp,7,8 are not real time operating system but ce is a real time operating system of windows
