Is this soldering normal?

I was disassembling a mechanical keyboard and since I'm not an expert in electronics at all I didn't touch anything. I only cleaned with some alchohol some dirt I found on it from assembly (as it can be seen on this image).

I wanted to ask, is the soldering on the top-left right? I looks like shorting from my view (also something similar may happen in the middle). Or is it normal and I miss something?

PS. By the way, is that dirt on it able to harm it?

a more specific question: Should those 'light blue' parts be covered by the solder at one joint and not on other joints?
 

Well to me the soldering looks normal, actually the pic looks like it has been clicked with an angle so i can't say anything about that probable short at the top left, one simple way to test the shorts is to take a multimeter and do a continuity test between any 2 probable points, if you post a direct and clean pic then i can say.

what is the "Light blue" part that you are referring to????
