Is this code pack safe?

I would treat it with caution. The original web site it comes from does not seem to be anything to do with the VLC project although it could be someone compiling only the codecs which are normally in VLC without the player part itself. I'm also suspicious of someone distributing "special versions" of VLC and their web site offering to download the real VLC program from a site other than the official one.
