Yes, the board does contain 2 PowerPC 405 Cores. You need EDK to make proper use of the PowerPC cores, thought it can be done without its lot of work.

Microblaze is a synthesizable processor core that comes free with EDK from Xilinx. uClinux is a OS(Operating System) for that microblaze core and yes it is free. If you don't have any experience with microprocessor cores in FPGA, you can get started with the examples at digilentinc website for XUPV2P.

EDK is Embedded Development Kit(Platform Studio). Your board probably came with a trial version of EDK.

EDK is the software who is responsible for building an embedded design of Xilinx FPGA. You can use either PowerPC or Microblaze in your system. Of course, you have to install ISE before in order that EDK runs.
