These tools work at different levels of abstraction and with
different kinds of available data. HSPICE (IMO) needs the
"most refined" models and Matlab lets you code your own
while also providing data manipulation / fitting tools, which
probably suites a board level PI / SI analysis where the best
you can expect for piece parts' contributiopn to be modeled,
is some IBIS pin characteristics. You can expect better luck
on the physical-to-electrical model path, all the board stuff,
from the more physical / analytical tools, if you don't have
all that modeling collateral handed to you.
