Is there a streaming video software for PDAs ?

streaming video on a PDA

hi everyone,
I want to use a PDA(pocket-pc, palm) for controlling a camera's tild and pan, PDA will use internet to send commands and receive the video stream from the camera, in between there will be a server pc.
Now i wonder if there is a streaming video sofware for PDAs, which PDA is more suitable for this project, and if there are similar projects (sending commands on internet with a PDA or streaming videos etc.), softwares hardwares etc.
I will buy a PDA only for this project, i may try to connect it with some pic's etc. so which issues i have to consider before buying? any suggestions and help is welcome...thanks.
