Is there a simulator for TIs DSPS?

Are there any simulator or something like that which will help me to learn the properties of and to program one of ti's dsp without hardware.

You could download an evaluation copy of "Code Composer Studio" from TI website. You could do simulation before testing on real target hardware.

You may use for learning MathWorks Simulink Blocksets for TI DSPs:

Embedded Target for TI C2000 DSP

Embedded Target for TI C6000 DSP
