antenna plot

hi,
i understand that theta represent elevation and phi is azimuth in antenna plot. my question is the Φ define in the plot at times 90° or 0° is it the antenna direction?

No,it's not
as you know radation pattern is a 3D plot but for better deduce of information usually it draw in 2D plot.
thus phi=0 or 90 is the plane in 3D space that radation pattern in 2D form plot on it.
