yes but see in the table 5 of this file, they said that there is power factor requirement if the power is below 25w (page 13)
 

In Table 4, Page 12 of the article ref'd in post #23, it says Power factor >0.5 if power <25W.
To be honest, virtually any SMPS will have power factor >0.5, as long as the electrolytic caps after the rectifier are not too massive
