Is just ok to make a laptop adapter?

I will be buyign a toshiba 1800 series laptop, it has no adapter, is it just ok to create one.

I wouldn't!
First I'd try a Toshiba dealer.
If they don't sell them anymore, I'd try eBay:

You can buy a Targa power supply that can be used in several laptops. Usually see them at airports around £20.
