Is it safe to use water and soap on a keyboard's circuit and then let it dry?

I want to oil the switches of mechanical keyboard but I may want to clean it later on to use another type of oil. Is it safe to clean a circuit with water but also with soap?

I had heard water alone is safe IF it's let to dry. Is it true?
 

Are you cleaning mechanical keys, or are you cleaning a circuit board ?

You could try a solvent like CCL4
